Details on Applying for Coverage or Restoration Credit for Shorezone Structures Under the Conservancy’s Pier Program
Before applying for coverage and/or restoration credits under the Land Bank Pier Program, please read the information below thoroughly to ensure your application meets the required criteria. Applications for coverage/restoration credits covered under the Land Bank Pier Program include the following:
- Located on the California side of Lake Tahoe;
- Located within the shorezone of Lake Tahoe, as defined by the Tahoe Regional Planning Agency (TRPA); and
- Contains at least one of the following (please note, this is not a comprehensive list):
- Construction of new single or multiple-use piers;
- Construction of structures that provide access to new or existing piers, and other access structures in the shorezone (this includes any and all pier related structures, e.g., support facilities in the backshore and other parts of a littoral parcel)
- Modifications to existing piers;
- Relocation/ reconstruction of piers; and/or
- Modifications to existing moorings.
The Conservancy prepared an Initial Study/ Negative Declaration (IS/ND) that evaluates potential environmental effects resulting from the Land Bank Pier Program. The TRPA has adopted the Lake Tahoe Shoreline Plan, which regulates structures within the shorezone of Lake Tahoe. Under the Land Bank Pier Program, the Conservancy only provides coverage and/or restoration credits for Land Bank transactions that are consistent with TRPA regulations and the IS/ND.
Because applications under the Conservancy’s Land Bank Pier Program require review by Conservancy Staff to ensure consistency with the IS/ND, which requires additional staff time, a fee of $2,500 is required with each application in addition to a nonrefundable $350 fee for the administrative costs of all Land Bank applications.

Please note that Land Bank Staff has the discretion to determine that a given application does not meet the standards outlined in these Guidelines and is inconsistent with the IS/ND, and therefore may reject such applications if appropriate.
