Release of an Initial Study and Proposed Negative Declaration for the Land Bank Pier Program

The California Tahoe Conservancy (Conservancy) has released for public review the Initial Study and Proposed Negative Declaration (IS/ND) for the Land Bank Pier Program (proposed program). The IS/ND evaluates potential environmental effects resulting from the proposed program, which involves authorizing the sale of land coverage and/or restoration credits from the Conservancy’s Land Bank to construct
structures that provide access to new or existing piers, existing watercraft moorings, and other structures within the shorezone of Lake Tahoe. The Tahoe Regional Planning Agency (TRPA) has adopted the Lake Tahoe Shoreline Plan (Shoreline Plan), which regulates structures within shorezone of Lake Tahoe. Under the proposed program, the Conservancy would only provide coverage and/or restoration credits for
Land Bank transactions that are consistent with TRPA regulations. The Conservancy has no direct role in reviewing or approving applications for new or existing piers or existing moorings.

Project Location: The proposed program would be implemented at various locations along the shoreline of Lake Tahoe in California within Placer and El Dorado Counties. The specific locations of new piers that could be facilitated by this program is not known at this time, but the future locations of new piers would be consistent with the location standards in the existing Shoreline Plan.

Environmental Effects: The Conservancy has prepared an IS/ND pursuant to California Environmental Quality Act (CEQA) Guidelines Sections 15063 and 15071. The Conservancy has studied the effects the proposed program may have on the environment. Based on the IS, the proposed program would not result in significant environmental impacts. Therefore, an IS/ND is proposed for compliance with the
requirements of CEQA.

Where You Come In: As lead agency under CEQA, the Conservancy is releasing the IS/ND for public review and comments. The document is available for a 30-day public review period from August 2 through August 31, 2021.

Where to Review the Environmental Document and Provide Comments: Formal comments regarding the IS/ND may be submitted in writing via U.S. mail or email any time during the public review period. Written comments regarding the scope and content of information in the IS/ND or any questions regarding the document should be submitted no later than August 31, 2021.
